Tap the Cloud tab, access the Project you wish to work on and open up the Issue you require.
Tap and hold on the image you wish to move. You will see the selected image do a quick "pulse" and then it'll appear slightly smaller compared to the others (see image 2 in the screenshot below).
After the pulse animation, you'll be able to drag this image to a new location.
