On the Inspection Details screen, above the Site Photo/Location section, there is a section named "Assignees/Responsible Persons". The option "+ Add New" will allow you to add names to the Assignee list for that project. Only when names have been added here, will they be available to select in the specific tasks.
How do I add Assignees?
